《中国农村村民自治有效实现形式研究》为中国农村研究智库书系专题研究第一辑。 村民自治作为一项制度已实施30多年，但这一制度却没能“落地”和运转。以行政村为村民自治单位，在很大程度上是基于国家治理需要的考虑，而在实行中遭遇了极大困难和体制性障碍，如行政抑制自治、体制不利自治、外力制约自治，这使得农村治理更多的是依靠外力推动，村民自治制度处于“空转”。这给了我们两个启示：一是，村民自治的合理单位有待探讨。二是，村民自治需要探索有效的实现形式。
Study on the Effective Realization of Villagers' Autonomy in Rural China is the first series of thematic studies in the China Rural Research Think Tank Book Series. Villagers' autonomy as a system has been implemented for more than 30 years, but the system has failed to “land” and function. Taking the administrative village as the unit of villagers' self-government is to a large extent based on the consideration of the need for national governance, but it has encountered great difficulties and institutional obstacles in its implementation, such as administrative inhibition of self-government, unfavorable institutional self-government, and constraints on self-government from outside, which has made the governance of the countryside more dependent on the promotion of external forces, and the villagers' self-government system is in the “idling” mode. This gives us two insights: First, the reasonable unit of villagers' autonomy needs to be explored. Second, villagers' autonomy needs to explore effective forms of realization.
