Punctated Equilibrium and the Logic of Pollution Gouernance in China:A Prefectural-level Analysis
This book studies the logic of pollution control behavior of municipal governments by taking the industrial pollution control expenditure of key cities as an indicator, and finds that the pollution control expenditure does not show a normal distribution and gradual growth, but shows a "intermittent equilibrium" characteristic. Existing theories are not sufficient to explain these phenomena, and this book proposes a more explanatory analytical framework - "institutional structure and policymakers' attention". First, the resistance to the decision-making process and the limitation of the attention of decision-makers constitute institutional structural factors, which make the change of governance expenditure stagnate or fine-tune for a long time, so that environmental issues are not paid attention and attention to by policymakers. Second, policymakers' attention to environmental protection has led to more intermittent and larger than expected increases in pollution control spending by municipal governments. This book argues that the drivers of decision-makers' attention shift and institutional structural factors compete with each other to influence pollution control behavior.
