东北解放区是中国共产党解放的第一大区，其社会保障作为战时的一项政策，是中国共产党抗战胜利后对社会管理的初次尝试，不仅解决了战争中面临的各种需要，同时对缓解和稳定东北地区社会矛盾起到至关重要的作用。在东北历史的发展过程中，东北解放区社会保障虽然不同于现代意义上的社会保障，但有着重要的参考价值和借鉴作用。
