THE ENLIGHTENMENT OF FOREIGN CLIMATE DISASTER MANAGEMENT TO CHINA'S ECOLOGICAL CIVILIZATION CONSTRUCTION
This book explains the enlightenment of foreign experience in climate disaster management to China's ecological civilization construction from two aspects: climate disaster management and climate change response. On the one hand, it is an overview of the development of the theory and practice of climate disasters in Western developed countries in the 20th century, including the United States' response to sandstorms, the United Kingdom's (London) and the United States' (Los Angeles) management of regional smog in the city, Singapore's response to urban waterlogging, and the United States' response to typhoons, in order to learn from their positive and negative experiences and lessons. At the same time, the latest concepts and measures to deal with climate disasters abroad, such as urban stormwater management, catastrophe bonds, energy legislation, carbon trading markets, etc., were analyzed. On the other hand, the development process of foreign climate change governance, as well as new trends and new measures from the two levels of international cooperation and national governance, mainly include the situation of the UN-led climate conferences in international climate governance, the influence of the Kyoto Protocol and the Paris Agreement, and the game between various countries and interest groups. At the national governance level, it mainly studies the effective measures of Germany and the United States in climate change governance and energy conservation and emission reduction. Through an in-depth analysis of the useful experience of developed countries in climate disaster response and climate change governance, including their legal construction, policy measures and development trends, this book aims to promote the development and improvement of China's climate disaster response, which is conducive to the continuous development of China's ecological civilization construction.
