本书选取转移支付对中国县级财力影响为研究对象，以2005—2009年为观测期，深入分析了转移支付对县级财力差距的效应，以期对完善以平衡县级财力为目标的转移支付制度提供一些理论和现实支持。本书根据“相关理论分析—现状分析—理论假说—实证分析—结论与建议”的分析思路进行论述，得出了如下结论：总的来说，转移支付在一定程度上平衡了县级财力差距，促进了县级财力收敛，但是转移支付调节后的县级财力差距依然较大，转移支付对各地区县级财力差距的影响呈现了显著的特征，转移支付的项目结构和分配方式不利于缩小县级财力差距，限制了其均等化作用的发挥。

This book selects the impact of transfer payments on the financial power of counties in China as the research object, takes 2005-2009 as the observation period, and analyzes the effect of transfer payments on the gap of county-level financial power in depth, in order to provide some theoretical and practical support for the improvement of the transfer payment system aiming at balancing the financial power of counties. The book discusses according to the analytical idea of “relevant theoretical analysis - current situation analysis - theoretical hypothesis - empirical analysis - conclusion and recommendation”, and comes to the following conclusions:Generally speaking, transfer payments have balanced the county-level financial disparity to a certain extent and promoted the convergence of county-level financial power, but the county-level financial disparity after the adjustment of transfer payments is still large, and the impact of transfer payments on the county-level financial disparity of various regions has shown significant characteristics, and the project structure and distribution method of the transfer payments are not conducive to narrowing the county-level financial disparity, which restricts the play of its equalization role.
