本书运用微观研究与宏观研究相结合的方法，以近代上海和汉口两个城市为重点，考察近代中国民间市政参与的社会背景与认识基础，梳理民间市政参与主体及其参与市政规划、决策、经费筹措、市政设施建设与管理乃至争取城市自治的史实，并在此基础上探讨了近代中国民间市政参与的特点，以现代性为尺度分析了民间市政参与对近代中国城市社会发展所产生的影响，力图揭示近代中国民间市政参与同近代中国城市乃至国家的现代性滋长之间的关系，进而对近代中国民间市政参与进行了反思，再次回应了国外学者有关汉口城市社会发展的论说。

Using a combination of micro and macro studies, this book focuses on the cities of Shanghai and Hankou in modern China, examining the social background and understanding of civic municipal participation in modern China, sorting out the main bodies of civic municipal participation and their participation in municipal planning, decision-making, financing, construction and management of municipal facilities, and even the struggle for municipal autonomy, and exploring the characteristics of civic municipal participation in modern China on this basis.On this basis, it explores the characteristics of civic participation in modern China, analyses the impact of civic participation on the development of urban society in modern China by taking modernity as a yardstick, and seeks to reveal the relationship between civic participation in modern China and the growth of modernity in modern Chinese cities and even in the country, and then reflects on civic participation in modern China, once again responding to the thesis of foreign scholars on the development of urban society in Hankou.
