第一，理论上有新意，提出要从「三个层面」，「四个视角」观察土司，并且提出了鉴别土司的二十八字理论和土司类型理论，还在土司区域变动的基础上阐述了土司的理论。明确提出土司是朝廷任命的世袭官吏。土司衡署是王朝国家体制之下的地方政权，土司管辖地方，实行的是「因循守旧」的世袭统治。第二，内容上有新意，该书提出土司研究应该从土司区域的变动与土司城的变迁进行研究，即：清代土司城的地理分布与建筑布局，清代土司的政治文化互动、清代土司的社会阶层与等级、清代土司家族政治文化、清代土司衙署、清代土司政府的机构及其职能、清代土司地方行政系统等九个方面，进行土司区域的变动，土司城镇与陵寝政治文化、土司区域的政治文化结构，土司贵族生活方式，土司的政治文化互动等五个领域的研究。在研究中央王朝实行的土司制度同时，还研究了土司之间相互牵制和土司管理家族村社的制度研究深入到了土司衙署的内部和地方各级基展绝织的內部。第三，资料使用上有新意，该书除使用大量官方文献外，还使用了民间文献，这是以前没有过的。第四，方法上有新意，该书运巧了历史学的实证方法，有史有论，寓论于史，在分析问趣时，运用了历史学以外的其他学科的方法重视了时间地点、过程、事件、区域，结构、功能、层面等方面的具体把握，使书内容具有可读性，也便于民族地区各级政府开展文化事业的建设。
