本书首次全面地、详细地对宋朝国家层次上的立法成就进行了梳理，全面反映了宋朝国家法制建设的成果和特色。本书共分八个部分，重点对宋朝国家法律中的敕、令、格、式立法成果进行了详细考察。宋朝敕、令、格、式都有综合性法典和一般性法律两种形式。宋敕经历了“正罪定刑”和“设制立范”为一体到专指“正罪定刑”的演变；宋令的性质是“设制立范”，基本特征是“有约束而无刑罚”；宋格中赏罚仅是少数，多数是国家各类制度中的等级、数量、标准和职数等方面；宋式是“名数”和“样式”两种法律形态的总称。宋朝至少有律、疏议、刑统、敕、令、格、式、申明、断例、指挥和看详等11种法律形式。在性质上，律、疏议、刑统、敕、断例属于刑事法律，令、格、式等属于非刑事法律。宋朝法制十分发达，使国家实现了对官吏和百姓的全面管控。

For the first time, this book comprehensively and in detail sorts out the legislative achievements of the Song Dynasty at the state level, and comprehensively reflects the achievements and characteristics of the national legal system construction of the Song Dynasty. The book is divided into eight parts, focusing on a detailed examination of the achievements of edict, order, edict, and style legislation in the national laws of the Song Dynasty. The Song Dynasty's edicts, decrees, and formalities all had two forms: comprehensive codes and general laws. Song Ao experienced the evolution of "sentencing for a positive crime" and "setting a model for a system" to specifically referring to "conviction for a positive crime"; The nature of the Song Decree is "setting a model for system", and the basic feature is "there is restraint without punishment"; The rewards and punishments in Song Gezhong are only a minority, and most of them are the rank, quantity, standards and number of positions in various national systems; Song style is a general term for two legal forms: "name" and "style". In the Song Dynasty, there were at least 11 legal forms, including law, deliberation, penal system, edict, order, style, statement, judgment, command, and detail. In nature, laws, lamentations, criminal systems, edicts, and judgments belong to criminal laws, and orders, cases, and forms belong to non-criminal laws. The legal system of the Song Dynasty was very developed, enabling the state to achieve comprehensive control over officials and the people.
