“一带一路”倡议是中国新时期扩大对外开放的重大战略举措和经济外交的顶层设计方案。作为与“一带一路”沿线国家产业发展、经济合作、区域带动的重要载体，中国海外园区正成为推致力中国企业“走出去”的重要力量。本报告遵循历程、条件、评估、对策的写思路，从“一带一路”倡议下中国海外园区发展历程、面临的机遇与挑战入手，构建了由投资环境、发展绩效、增长潜力三大领域、16个具体指标构成的中国海外园区建设综合评价指标体系，对“一带一路”沿线45个中国海外园区进了定量评估和排名分析，提出了企业“抱团出海”等促进中国海外园区科学、健康发展的对策建议，本报告可为政府、园区。企业和学界的相关决策和研究提供参考。

The Belt and Road Initiative is a major strategic move and top-level economic diplomacy plan for China to expand its opening up in the new era. As an important vehicle for industrial development, economic cooperation and regional development with countries along the Belt and Road, China's overseas industrial parks are becoming an important force in promoting Chinese enterprises to “go global”. This report follows the writing approach of process, conditions, evaluation and countermeasures. Starting with the development process, opportunities and challenges faced by China's overseas industrial parks under the Belt and Road Initiative, it constructs a comprehensive evaluation index system for the construction of China's overseas industrial parks, which is composed of three major areas: investment environment, development performance and growth potential, three major areas, and 16 specific indicators. It quantitatively evaluates and ranks 45 Chinese overseas parks along the Belt and Road, and proposes countermeasures such as “going abroad together” to promote the scientific and healthy development of Chinese overseas parks. This report can serve as a reference for governments, parks, enterprises, and academia in related decision-making and research.
