本书分析总结了我国扶贫开发取得的辉煌成绩和精准扶贫的制度变迁历程。以贵州省为例，问卷调査了当前贫困地区和贫困农户实际发展现状。对什么是机会平等，机会平等对精准扶贫的重要性进行了理论分析。从宏观角度对税收政策和财政扶贫资金的机会平等性进行了实证分析。实证模拟了 “三化”同步对改善机会平等推动精准扶贫的影响情况。在此基础上，提出了改善机会平等优化精准抉贫的路径。

This book analyzes and summarizes the brilliant achievements of China's poverty alleviation and development and the course of institutional changes in precise poverty alleviation. Taking Guizhou Province as an example, the questionnaire surveys the actual development status of current poverty-stricken areas and poor farmers. The theoretical analysis of what is equal opportunity and the importance of equal opportunity to poverty alleviation is presented. An empirical analysis of the equality of opportunity in tax policy and financial funds for poverty alleviation was conducted from a macro perspective. The impact of the synchronization of the “three forms” on the improvement of equal opportunities to promote precise poverty alleviation is empirically simulated. On this basis, a path for improving equality of opportunity and optimizing precise poverty reduction is proposed.
