Report on Intelligent Low Carbon Development of Chinese Cities.2014
The Report on Wisdom and Low-Carbon Development of Chinese Cities (2014) argues that ecological civilisation and social harmony are the overall goal and task of the wisdom and low carbon development of Chinese cities, that wisdom and low carbon are the basic means for the construction of ecological civilisation and a harmonious society in China, and that intensification, intelligence and greening are the specific ways of wisdom and low carbon development.
Based on the experience and lessons of urbanisation in China in the past 30 years, the theme chapter reveals the difference between new urbanisation and traditional urbanisation by means of comparison, and puts forward the new viewpoints that wisdom and harmony are integrated, and low carbon and green are the basic features, qualities and requirements of new urbanisation of socialism with Chinese characteristics.
On the basis of reviewing the development history of urbanisation in the world and analysing the achievements of urbanisation in China since the reform and opening up, the theoretical chapter points out that the wisdom and low-carbon development of Chinese cities and towns should be carried out with the main line of ecological civilisation and social harmony construction.To this end, it studies the green and low-carbon transformation of China's industries, the technical and financial support mechanisms for urban low-carbon development, and the statistical system of carbon emissions from urban sewage treatment systems, analyses the influencing factors of carbon emissions in Chinese cities, the correlation and decoupling of energy consumption and carbon emissions in the service industry, and constructs an ethical framework for low-carbon development of China's cities under the vision of ecological civilization.
The technology chapter takes the theoretical and countermeasure research on building a smart low-carbon city as a starting point, and focuses on five groups of practical urban low-carbon technologies and their applications, including: biomass coal-water slurry pulping and combustion integrated system carbon emission reduction technology, urban domestic sewage treatment low-carbon technology, organic heat carrier technology, low-carbon building technology, and water supply and drainage inverter control low-carbon technology.These technologies can be learnt and referred to by cities around the world.
The case chapter discusses the concrete practice of low-carbon development in case cities from the perspectives of macro, meso and micro, including the following: the development mode and trend of low-carbon small towns in foreign countries, the optimisation of building energy-saving systems in university campuses, the low-carbon agro-ecological development mode in Taiwan and the experience of learning from it, the synergistic and integrated technology of waste energy and resourcefulness and its application, and the recycling and resourcefulness of Tetra Pak packaging wastes.These experiences can be learnt from cities around the world.
The dataset measures and analyses the comprehensive level of low-carbon development of more than 200 cities above prefecture level in China based on available public statistics, and ranks and evaluates them.These data provide an important reference basis for relevant cities to make decisions on low-carbon development.
In short, this book comprehensively integrates the concepts of ecological civilisation and social harmony into the process of urban smart low-carbon development, and promotes the formation of green low-carbon production and living styles and the construction and operation mode of smart and harmonious cities by means of planning, construction, management, technology and ethics, thus laying a solid knowledge foundation for the realisation of the Chinese Dream.
