本报告在完善2014年高等教育透明度指数指标体系的基础上，根据《高等学校信息公开办法》《教育部关于公布〈高等学校信息公开事项清单〉的通知》等规定，选取115所高等学校，通过观察其门户网站、实际验证等方法，对其公开基本信息、招考信息、财务信息、管理与教学信息、人事师资信息及信息公开专栏建设情况等内容，进行了调研和测评。测评结果显示，2015年高等学校信息公开工作在本科特殊类型招考和硕士研究生复试招考等方面较2014年有显著进步，但是部分高等学校在信息公开平台建设上步伐缓慢并且信息发布不及时的问题突出。因此，高等学校今后的信息公开工作应重在提高信息公开的规范化、信息公开的及时性、完善信息公开平台的信息整合机制等。

On the basis of improving the index system of the 2014 Higher Education Transparency Index, this report, in accordance with the Measures for Disclosure of Information in Higher Education Institutions and the Circular of the Ministry of Education on the Publication of the List of Matters for Disclosure of Information in Higher Education Institutions, etc., selects 115 higher education institutions, and through observing their web portals, actual verification, etc., it makes public the basic information, recruitment and examination information, financial information, management and teaching information,personnel and faculty information and the construction of information disclosure columns, etc., were investigated and evaluated.The evaluation results showed that in 2015, the information disclosure work of higher education institutions made significant progress compared with 2014 in areas such as undergraduate special-type recruitment and master's degree re-examination, but the slow pace of information disclosure platform construction and the problem of untimely release of information were highlighted in some higher education institutions.Therefore, the future information disclosure work of higher education institutions should focus on improving the standardisation of information disclosure, the timeliness of information disclosure, and improving the information integration mechanism of the information disclosure platform.
