Abstract: Since the mid-80s of the 20th century, Lichuan City has experienced four development stages: large-scale development-based poverty alleviation, poverty alleviation in the 87th century, poverty alleviation in the new era, and targeted poverty alleviation. Since the 18th National Congress of the Communist Party of China, the Lichuan Municipal Party Committee and Municipal Government have focused on the "six precisions" and "five batches", adhered to the goal orientation, focused on poverty issues, established a precise poverty alleviation work system and mechanism, issued a series of guiding policies for targeted poverty alleviation and targeted poverty alleviation, introduced the improvement of infrastructure, the development of characteristic industries, the strengthening of the new economy of homestay tourism, the exploration of e-commerce poverty alleviation methods, the promotion of employment of poor people, the use of financial poverty alleviation "loans" to promote poverty alleviation, the consolidation of the foundation of education poverty alleviation, the improvement of medical services to ensure health, Measures such as the combination of ecological protection and poverty alleviation and development, the relocation of poverty alleviation and relocation for happiness, and the effective connection between social security and poverty alleviation and development have achieved remarkable results. From 2014 to 2019, a total of 219119 people were alleviated in Lichuan City, and all 141 poor villages were listed, and the incidence of poverty decreased from 27.4% at the end of 2013 to 0.25% at the end of 2019. In April 2020, after the self-inspection of counties and cities, the preliminary examination at the prefecture level, and the third-party assessment and inspection at the provincial level, the People's Government of Hubei Province announced that Lichuan City withdrew from the series of poverty counties, and the phased goal of poverty alleviation in Lichuan City was completed on schedule. While poverty alleviation has been transformed from an extraordinarily “tough battle”into a normal “protracted war”,Lichuan county continues to explore the road to sustainability of the “ post-2020 upgraded version”.
