本书将“环境污染(质量)”作为核心范畴,将环境质量作为公共品,以财政学中的公共品、外部性等理论为基点,运用福利经济学、环境经济学、生态经济学、环境健康经济学等相关学科的理论与方法,从效率与公平两个视角(或者两个价值标准)评估环境污染(质量)变化的经济社会效应,揭示其内在机理及传导机制;从干预视角(或者环境正负外部性矫正),探讨环境质量的政府治理机制、市场治理机制与社会治理机制,并提出相应的政策建议
This book takes "environmental pollution (quality)" as the core category, treats environmental quality as a public good, takes the theories of public goods and externalities in finance as the base, applies theories and methods of welfare economics, environmental economics, ecological economics, environmental health economics and other related disciplines, and looks at it from the perspectives of efficiency and equity (or both).From the perspective of efficiency and equity (or two value standards), assess the economic and social effects of changes in environmental pollution (quality), and reveal its internal mechanism and transmission mechanism; from the perspective of intervention (or correction of positive and negative environmental externalities), explore the governmental, market and social governance mechanisms of environmental quality, and put forward corresponding policy recommendations.
