中国与埃及友好合作

内容简介

埃及地理位置独特、人力资源丰富，兼具阿拉伯国家、非洲国家和伊斯兰国家等多重属性，长期奉行务实、多元和平衡的外交政策，在非洲和中东地区有着举足轻重的影响力。中埃两国友好交往有着深厚的历史和现实基础，两国同属于发展中国家群体，经历相似，命运与共，在国际事务中相互支持，堪称南南合作的典范。新时期，中埃确立了全面战略伙伴关系，“一带一路”共建又为中埃深入合作注入了新动能，展现了新机遇，两国关系全面跃升，集中表现在高质量的政策沟通、不断发展的设施联通、稳步升级的贸易畅通、逐渐深化的资金融通和日益紧密的民心相通等方面，“一带一路”倡议与埃及的“2030愿景”战略对接稳步推进。在国际体系转型和世界充满不确定性的背景下，中埃合作具有战略性、全面性、伙伴性、开创性和示范性等特点。中埃战略合作不仅有利于中埃两国的发展和稳定，而且有利于非洲和中东地区的和平与繁荣，是构建“人类命运共同体”的重要实践。本报告认为，中埃战略伙伴关系的高质量发展，一是需要以新安全观推进安全环境建设，有效防范和应对各种安全风险；二是需要以新发展观推进国家能力建设，把握数字经济时代脉搏，立足于提升自主创新能力；三是需要以“一带一路”共建为契机，促进产能合作，助推埃及工业化进程，实现经济可持续发展；四是需要扩宽中埃交流机制，建立多层面特别是青年群体交流渠道，加深好感度，推动民心相通，实现中埃关系更高层次、更高水平和持久发展。

Egypt has a unique geographical location, rich human resources, multiple attributes such as Arab countries, African countries and Islamic countries, and has long pursued a pragmatic, pluralistic and balanced foreign policy, which has a decisive influence in Africa and the Middle East. The friendly exchanges between China and Egypt have a profound historical and practical foundation, and the two countries belong to the group of developing countries, share similar experiences, share a common destiny, and support each other in international affairs, which can be called a model of South-South cooperation. 王林聪，中国社会科学院西亚非洲研究所（中国非洲研究院）研究员，中国社科院大学西亚非洲系教授、博士生导师。现任中国非洲研究院副院长、中国社会科学院西亚非洲研究所副所长。兼任中国中东学会副会长兼秘书长，中国社会科学院海湾研究中心副主任。国务院“政府特殊津贴”专家。主要从事中东政治、安全以及国际关系等领域研究。现主持中国社会科学院登峰战略优势学科“当代中东研究”项目。先后发表中东研究方面的学术成果100多万字。主要代表作有《中东国家民主化问题研究》（独著），《“一带一路”建设与中东》（研究报告，合著），《“土耳其模式”新变化及其影响》（论文）和《中东安全问题及治理》（论文）等。

朱泉钢:（著）

朱泉钢，中国社会科学院西亚非洲研究所（中国非洲研究院）助理研究员，法学博士，世界历史学博士后。主要从事中东政治、军政关系以及国际关系等方面研究。先后发表十几篇中东研究方面的学术成果。主要代表作有《论军队在埃及变局及其政治转型中的作用》（论文）和《也门多重武装力量的崛起与安全治理困境》（论文）等。
