发达国家的国际发展援助

内容简介

本书在对发达国家国际发展援助管理体系总体框架和主要问题（如组织机构设立问题、评估政策、创新融资机制、知识合作等）进行研究的基础上，具体讨论了OECD发展援助委员会（DAC）援助额排名前五位的援助国美国、德国、英国、法国、日本，援助额占GNI比重最高的挪威、瑞典，以及多边援助方欧盟，DAC的新成员国韩国的对外援助及其管理问题，通过对这些国家和组织对外援助的研究以把握发达国家对外援助政策与管理的总体特点及发展趋势。最后本书还对发达国家对外援助的效果问题进行了分析。

发达援助国长期以来建立的援助管理体系相对规范，在援助的法律与政策、组织与管理、监督与评估等方面有值得开展援助的新兴市场国家借鉴之处，因此，本书的研究，对把握国际援助体系的发展方向，对未来新兴市场国家援助管理的规范和改革，具有较强的理论与实践意义。

Based on the study of the overall framework and main issues of the international development assistance management system of developed countries (such as organizational establishment issues, evaluation policies, innovative financing mechanisms, knowledge cooperation, etc.), this book specifically discusses the foreign aid and management of the United States, Germany, the United Kingdom, France, and Japan, the top five donors of the OECD Development Assistance Committee (DAC), Norway and Sweden, and the multilateral donor European Union and South Korea, a new member of the DAC. Through the study of foreign aid of these countries and organizations, we can grasp the overall characteristics and development trends of foreign aid policy and management in developed countries. Finally, the book also analyzes the effectiveness of foreign aid from developed countries. 黄梅波:（主编）

黄梅波，经济学博士，原厦门大学经济学院教授，博士生导师。2018年加盟上海对外经贸大学国际经贸研究所。曾赴美国康奈尔大学、英国牛津大学、瑞士高等国际发展研究院、德国杜伊斯堡埃森大学全球合作研究中心、日本名古屋大学访学或从事合作研究。先后入选教育部“新世纪优秀人才支持计划”（2011年）、福建省“百千万人才”（2008年）、福建省“十大优秀青年社会科学专家”（2009年）、厦门市拔尖人才（2013年）。目前兼任中国世界经济学会副秘书长、中国美国经济学会副秘书长，是中国国际发展研究网络管理委员会成员、联合国贸发会议专家组成员、中国商务部国际投资专家委员会特邀专家。

朱丹丹:（主编）

朱丹丹，厦门大学经济学博士，中国社会科学院世界经济与政治研究所博士后，现为四川农业大学经济学院国际经济与贸易系助理教授。长期从事国际发展援助、经济增长、全球经济治理相关研究，参与多项国家级和省部级课题。曾先后在《财贸经济》《国际政治研究》《国际问题研究》《世界经济研究》《亚太经济》等国内核心期刊发表论文10余篇，发表英文论文3篇，出版中文专著1部。
