The "Series of Reports on the Development of Ethnic Minority Areas in China" is a "Major Commissioned Project of the National Social Science Fund" and "Major Special Project of the Innovation Project of the Chinese Academy of Social Sciences". On the basis of fieldwork, this draft comprehensively summarizes the current situation of all aspects of economic and social development in Loza County, analyzes its causes, points out existing problems, and puts forward relevant policy suggestions and specific measures. The manuscript consists of nine chapters: historical investigation of grassroots social governance in Loza County, innovation of village governance in Loza County, regional economic development of Loza County, income of farmers in Loza County, small border trade and increase of income of border people in Loza County, feasibility study on the development of Thangka cultural industry in Mendang School and Luoza County, education and development model in Loza County, and grassroots public cultural services in Loza County. In addition, there are two appendices: typical cases of residents of Loza County (nine articles), and a translation of the "Jizhu Hutuktu and Minister Resident in Tibet, etc. on the Review of the License Issued by the Eighth Dalai Lama to the Zalarong Monastery".
