改革开放四十余年来,深圳以企业为科技创新主体,开辟了一种由市场终端向上游产业链递进的逆向创新模式,在应用型科技创新与成果转化方面成绩斐然,被誉为“科创之都”。但在部分产业技术进入无人系统创新引领区和国际技术封锁双重压力下,深圳原始创新力不足的短板凸显。因此,在新的历史节点上深圳提出构建“基础研究+技术攻关+成果产业化+科技金融+人才支撑”全过程创新生态链,这既是深圳实现经济高质量发展的内在要求,也是推进高水平科技自立自强的“深圳责任”。
全过程创新生态链的构建既是进行时又是未来时:本书首先通过梳理深圳在五个链环上的政策创新与要素优化,全景式展现党的十八大以来深圳“构建充满活力的创新生态链体系”的十年历程与经验;其次,本书以更加协同、有韧性和活力的生态链闭环为目标,探析当前各个创新链环上存在的不足、差距与挑战,为深圳建设具有全球影响力的科创中心提供路径指引;最后,从学理上对创新链与产业链、资金链、人才链深度融合的实现机制进行系统探讨,也是本书的核心要义。
面对世界百年未有之大变局,深圳通过对五个链环的提优补缺,有效提升了整体创新生态势能,并最终走向全球创新网络,这一历程及经验为我国“以科技自立自强塑造高质量发展新优势”提供了鲜活的“深圳样本”。

For more than 40 years since the reform and opening up, Shenzhen has taken enterprises as the main body of science and technology innovation, opened up a kind of reverse innovation mode from the end of the market to the upstream industry chain, and has made remarkable achievements in applied science and technology innovation and results transformation, which has been known as the "capital of science and technology innovation".However, under the double pressure of part of the industrial technology entering the unmanned system innovation leading area and the international technology blockade, the short board of Shenzhen's original innovation power is not enough to highlight.Therefore, in the new historical node in shenzhen proposed to build "basic research + technology research + industrialisation + science and technology finance + talent support" the whole process of innovation ecological chain, which is not only shenzhen to achieve high-quality economic development of the inherent requirements, but also promote the high level of scientific and technological self-reliance and self-reliance of the "shenzhen responsibilitiesThis process and experience provides a vivid "Shenzhen sample" for China's "shaping a new advantage of high-quality development with scientific and technological self-reliance".
