为落实《政府信息公开条例》和中共中央办公厅、国务院办公厅《关于全面推进政务公开工作的意见》、国务院办公厅《〈关于全面推进政务公开工作的意见〉实施细则》及国务院办公厅《2016年政务公开工作要点》等文件的要求，进一步推动政务公开工作，受国务院办公厅政府信息与政务公开办公室委托，中国社会科学院法学研究所围绕政策公开、重点领域信息公开、政策解读与回应关切、依申请公开、保障监督机制建设情况，对国务院部门和省级政府2016年政务公开工作开展第三方评估。评估发现，政务公开工作取得明显进步，如个别评估对象对决策公开进行了积极探索，重点领域及履职信息公开总体较好，政策解读与回应关切进步显著，依申请公开渠道普遍畅通且答复较规范。但仍面临问题，如政务公开标准有待细化，政策公开力度仍需加大，政策措施的执行和落实情况、重大项目信息等重点领域信息公开仍不到位，监督保障机制建设仍需加强。对此，项目组建议细化公开标准，探索公开、解读、回应有机结合的公开模式，将规范权力运行和深化政务公开同步推进，将政务公开与政策宣传并重，加强队伍的专职化、专业化。
In 2016，in order to implement the Regulations on the Disclosure of Government Information，the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Comprehensively Advancing the Work of Open Government，and Detailed Rules for the Implementation of Opinions on Comprehensively Advancing the Work of Open Government and Key Points of the Work of Open Government in 2016，issued by the General Office of the State Council，and to further promote the work of open government in China，a project team of the Law Institute of Chinese Academy of Social Sciences was entrusted by the Office of Open Government Work under the General Office of State Council to carry out third-party assessment on the open government work of various departments under the State Council and various provincial-level governments in such fields as disclosure of policy information，disclosure of information in key areas，explanation of policies and response to public concerns，disclosure upon application，and construction of safeguarding and supervision mechanisms.The assessment shows that China has made remarkable progress in the work of open government.For examples，some targets of assessment have carried out active explorations on the transparency of decision-making；the situation of disclosure of information in key areas and information about performance of functions is generally good；significant progresses have been made in the work of explanation of policies and response to public concerns；the channels of disclosure upon application are generally unimpeded；and procedure for reply to requests for disclosure of information have been standardized.Meanwhile，the assessment also reveals some problems：the standard of open government still need to be further elaborated on；more efforts need to be made in the disclosure of policy information；the disclosure of information about the implementation of policy measures，information about major projects and information in key fields are still not satisfactory；and the construction of supervision and safeguarding mechanisms needs to be further strengthened.In light of the above problems，the project team suggests that China adopt more detailed standards on openness，explore a new model of openness that organically integrates disclosure，explanation and response，simultaneously advance the regulation of the operation of power and the openness of government affairs，attach equal importance to openness of government affairs and advocacy of policies，and strengthen the specialization and professionalization of relevant personnel.
