本书以跨域危机整体性治理为着眼点，从组织、流程等层面对应急管理组织协调和联动机制问题展开探讨。在组织层面，主要借鉴网络分析方法，深入分析应急管理组织协调问题。在流程层面，运用Petri网等模型重点对“碎片化”环节识别与消除等问题进行探讨，并提出流程分析系统设计模型。在此基础上，引入系统评价方法，针对应急能力及管理信息系统建设等问题展开研究。本书读者对象主要包括应急管理领域研究人员及实践工作者。

This book focuses on the holistic governance of cross-domain crises, and discusses the coordination and linkage mechanism of emergency management organization from the organizational and process levels. At the organizational level, it mainly draws on network analysis methods to deeply analyze the coordination of emergency management organizations. At the process level, the Petri network and other models are used to focus on the identification and elimination of "fragmented" links, and a process analysis system design model is proposed. On this basis, the systematic evaluation method is introduced to conduct research on emergency response capacity and management information system construction. The readers of this book mainly include researchers and practitioners in the field of emergency management.
