This book focuses on the holistic governance of cross-domain crises, and discusses the coordination and linkage mechanism of emergency management organization from the organizational and process levels. At the organizational level, it mainly draws on network analysis methods to deeply analyze the coordination of emergency management organizations. At the process level, the Petri network and other models are used to focus on the identification and elimination of "fragmented" links, and a process analysis system design model is proposed. On this basis, the systematic evaluation method is introduced to conduct research on emergency response capacity and management information system construction.
