本书完善了新老大国间的结构冲突概念,又为第三方与新老大国这一特殊三边关系提供了分析视角。大国间之所以会产生间接结构冲突,源于第三方与一个大国存在重大安全利益冲突的同时,与另一个大国存在安全上的同盟或准同盟关系。根据间接结构性冲突产生的根源与路径,可以推导出三条管控的路径:(1)结构性预防,即消除由于第三方介入而导致的两大国间的冲突的权利义务结构,主要是大国实现“隔离”战略,特别是与第三方的结盟大国实施自我抑制。(2)与第三方结盟的大国对与第三方关系的管理,应该把这种关系建立在法律化与机制化的基础上,同时保持全方位的实力优势、发挥好战略水平与政策技巧也十分关键。(3)第三方的政策选择。第三方的选择可,如选边站,或是成为制度推动者与中间沟通者,将对冲突的产生与演变产生重要影响。

This book perfects the concept of structural conflict between old and new powers, and provides an analytical perspective for the special trilateral relationship between the third party and the old and new powers. The reason for indirect structural conflicts between major powers stems from the existence of security alliances or quasi-alliances between third parties and one major power while there is a major conflict of security interests with another major power. According to the root causes and paths of indirect structural conflicts, three paths of control can be derived: (1) structural prevention, that is, the elimination of the rights and obligations structure of conflicts between two major powers caused by the intervention of third parties, mainly the realization of the "isolation" strategy of major powers, especially the self-restraint of allied powers with third parties. (2) The management of relations with third parties by major countries allied with third parties should be based on legalization and institutionalization, while maintaining all-round strength advantages and giving full play to strategic level and policy skills. (3) Policy choices of third parties. The choice of third parties, such as choosing sides, or becoming institutional promoters and intermediaries, will have an important impact on the emergence and evolution of conflicts.(AI翻译)
