新时代推进国家治理现代化的重要任务，是围绕完善和发展中国特色社会主义制度，构建国家治理制度体系并提高运用制度实施治理的能力。遵循这一思路，北京大学国家治理研究院、北京大学国家治理协同创新中心与北京市顺义区委区政府协议决定，以北京市顺义区为典型样本，提炼中国特色的治理改革和创新发展的基本路径和理论逻辑，本书就是这一合作努力的初步成果。

本书以习近平新时代中国特色社会主义思想为指导，以“建构性治理”为分析范式，剖析和提炼了顺义区的治理实践，以其扎根性党建、有效有限有为政府治理协同和乡规民俗创新性实践探索为分析内容，论述了我国基层治理中的“建构性治理”的机理和经验，并且针对相关问题提出了因应对策。

The important task of promoting the modernization of national governance in the new era is to improve and develop the socialist system with Chinese characteristics, build the national governance system and improve the ability to use the system to implement governance. Following this line of thinking, the National Governance Research Institute of Peking University, the National Governance Collaborative Innovation Center of Peking University and the Shunyi District Government of Beijing Municipality decided to take Shunyi District of Beijing as a typical sample to extract the basic path and theoretical logic of governance reform and innovative development with Chinese characteristics, and this book is the initial result of this cooperative effort. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, this book analyzes and refines the governance practice of Shunyi District with "constructive governance" as the analysis paradigm, discusses the mechanism and experience of "constructive governance" in grassroots governance in China, and puts forward countermeasures for related problems.
