周边地区安全环境对中国外部安全环境的影响大、*直接。在中国综合实力继续提升的背景下，周边安全由以应对为主向以构建为主的趋势转变，这个转变影响巨大而深远。当前，中国周边安全形势呈现出一些新的动向，其中，*突出的是中美战略性博弈凸显，南海问题升温，朝鲜半岛局势趋紧。总体来看，2015年中，尽管一些挑战性问题突出，但对中国总体安全大局的影响有限，热点问题没有引发大的冲突，中国周边地区和平发展的大环境基本得到了维护。但是，2016年中，由于朝鲜半岛局势发生新的变化，发生冲突的风险增大，对中国的安全利益和周边安全大局有可能产生直接的威胁。因此，降低冲突风险，保持大局可控，是2016年中国周边安全外交的当务之急。

《创造性维稳开拓性求进：中国周边安全形势评估报告（2015-2016）》分四个部分，分别为周边安全形势的特点、新型大国关系构建、周边安全热点问题观察、周边安全热点未来走向。

The security environment in the neighbourhood has a large and *direct* impact on China's external security environment.Against the backdrop of China's continued improvement in its comprehensive strength, the trend in peripheral security has shifted from one based on response to one based on construction, a shift with enormous and far-reaching implications.At present, China's peripheral security situation presents a number of new trends, of which the * prominent ones are the highlighting of the strategic game between China and the United States, the heating up of the South China Sea issue, and the tightening of the situation on the Korean Peninsula.On the whole, in mid-2015, despite the prominence of some challenging issues, the impact on China's overall security situation was limited, the hotspot issues did not lead to major conflicts, and the general environment for peaceful development in China's neighbourhood was basically maintained.However, in mid-2016, due to new changes in the situation on the Korean Peninsula, the risk of conflict has increased, potentially posing a direct threat to China's security interests and the general security situation in its neighbourhood.Therefore, reducing the risk of conflict and keeping the overall situation manageable are the top priorities for China's neighbourhood security diplomacy in 2016.

Creative Stability Maintenance Pioneering Progress: An Assessment of China's Neighbourhood Security Situation (2015-2016) is divided into four parts, namely, the characteristics of the neighbourhood security situation, the construction of a new type of great-power relationship, the observation of neighbourhood security hotspots, and the future direction of neighbourhood security hotspots.
