本书力图将西方学术界中的政府监管与风险治理理论，与中国的食品安全治理改革和探索实践结合起来，展示和分析中国政府对于食品安全问题由单纯的政府监管走向社会共治的过程和逻辑。本书分为三个部分：监管型政府的理论框架，包括对西方后设监管理论的梳理与评价、对中国监管型政府的总体分析等；食品安全政府监管的实践研究，主要涵盖了中国食品安全监管体制的历史变迁和绩效评估、中国食品安全监管体制的纵向配置等；食品安全治理的实践研究，包括了食品安全责任强制保险的制度与流程、“地沟油”问题的社会共治等。

This book attempts to combine the theory of government regulation and risk governance in Western academia with China's food safety governance reform and exploration practice, and to show and analyze the process and logic of the Chinese government's change from simple government regulation to social co-governance of food safety issues. The book is divided into three parts: a theoretical framework for regulatory government; Practical research on government regulation of food safety; Practical research on food safety governance.
