中国脱贫攻坚调研报告.黔东南州岑巩篇

2013年，电子科技大学启动定点扶贫贵州省岑巩县工作。本报告根据电子科技大学七年来定点扶贫工作，梳理其基于“精准扶贫”理念的“电子信息+智慧城乡建设”模式的减贫扶贫工作经验。报告共分为五章：第一章介绍贵州省岑巩县经济社会发展的变迁，描述其基本情况、特色产业以及脱贫面临的困境。第二章阐述贵州省岑巩县智慧脱贫战略规划，包括战略背景分析、制定战略目标、构建工作机制、明确实施路径、确定实施模式，从统筹规划、顶层设计层面对岑巩县智慧脱贫进行宏观把控。第三章梳理贵州省岑巩县在实施“电子信息+智慧城乡建设”模式脱贫进程中采取的多项举措。第四章围绕“智慧党建”“校地合作”“电子信息+”“智慧举措”四个方面对贵州省岑巩县智慧脱贫举措的成效进行阐述。第五章在对贵州省岑巩县智慧脱贫减贫经验总结的基础上结合非洲贫困状况以及电子信息技术在非洲的发展状况，提出对非洲减贫的借鉴意义。本报告认为“电子信息+智慧城乡建设”扶贫模式是基于“精准扶贫”理念的，以“扶志与扶智”为主要抓手，构建起“突出一个核心——‘智慧党建’构建一个机制——校地合作、搭建一个桥梁——‘电子信息+’、聚焦六大板块”智慧脱贫新模式；同时团结多方社会力量，以全面推进“智慧城乡”建设，作为贵州省岑巩县利用电子信息技术，实现脱贫奔小康的新尝试。本报告以期为我国脱贫攻坚战决胜和我国全面建成小康社会做好总结宣传，同时也对解决世界贫困地区，特别是非洲大陆的一些贫困问题提供一定的国际借鉴

In 2013, the University of Electronic Science and Technology (UST) started its targeted poverty alleviation work in Cengong County, Guizhou Province. This report is based on the seven years of poverty alleviation work of the University of Electronic Science and Technology (UST), and analyses its experience in poverty alleviation through the model of ‘electronic information + intelligent urban and rural construction’, which is based on the concept of ‘precise poverty alleviation’. The report is divided into five chapters: Chapter 1 introduces the changes of economic and social development in Cengong County, Guizhou Province, describing its basic situation, characteristic industries and the difficulties faced by poverty alleviation. The second chapter describes the strategic planning of smart poverty alleviation in Cengong County, Guizhou Province, including strategic background analysis, formulation of strategic objectives, construction of working mechanisms, clarification of implementation paths, and identification of implementation modes, so as to provide a macro-control of smart poverty alleviation in Cengong County from the level of integrated planning and top-level design. Chapter 3 analyses the initiatives taken by Cengong County in Guizhou Province in the process of implementing the ‘electronic information + smart urban and rural construction’ model of poverty alleviation. Chapter 4 focuses on the four aspects of ‘intelligent party building’, ‘school-local co-operation’, ‘electronic information +’ and ‘intelligent initiatives’. The effectiveness of smart poverty alleviation initiatives in Cengong County, Guizhou Province is explained. Chapter 5 summarises the experience of Cengong County in Guizhou Province in poverty alleviation through smart poverty alleviation and proposes lessons for poverty alleviation in Africa, taking into account the poverty situation in Africa and the development of e-information technology in Africa. This report argues that the poverty alleviation model of ‘electronic information + smart urban and rural construction’ is based on the concept of ‘precise poverty alleviation’, with ‘helping the will and wisdom’ as the main focus, and builds up a ‘core - focusing on one core’ model. ‘Highlighting a core -- ‘intelligent party building’ building a mechanism -- school-land co-operation, building a bridge -- ‘electronic information +’, focusing on the six plates ‘wisdom out of poverty’ new model; at the same time, unite multiple social forces, in order to comprehensively promote the ‘wisdom of urban and rural’ construction, as the ‘wisdom of Guizhou Province,’ the ‘wisdom of urban and rural’ construction. At the same time, we unite the social forces of many parties to comprehensively promote the construction of ‘smart cities and towns’ as a new attempt to achieve poverty alleviation and well-being by using electronic information technology in Cengong County, Guizhou Province. This report aims to summarise and publicise the success of our country's poverty eradication campaign and the building of a moderately prosperous society in all aspects of our country, and at the same time provide some international reference for solving some of the poverty problems in the poor areas of the world, especially on the African continent.
