本书旨在全面回顾欧盟对外代表体制的发展历程并研究1993-2012年，20年间欧盟在联合国对外代表的一致性变化。本书采用定性与定量研究方法有机结合的嵌合分析方法来考察欧盟在联合国对外代表的情况。在联合国大会层面，欧盟在联大自1993年以来的历届决议上的投票一致性很大程度上反映了欧盟对外代表的一致性。因此，笔者在系统梳理欧盟在联大对外代表体制的演变的基础上，根据联大记名投票记录对欧盟投票一致性进行了计算，并以此作为衡量欧盟对外代表一致性的量化标准。在联合国安理会层面，笔者详细介绍了欧盟是如何通过其成员国，特别是常任理事成员国代表欧盟共同立场的，并通过20年来的描述性统计数据呈现了欧盟成员国在安理会各项决议上的一致性程度。之后，笔者通过伊拉克和利比亚两个具体的案例研究，从横向和纵向两个角度入手，深入剖析了欧盟成员国内在的协调机制和决策过程，并将两个案例进行了系统比较。

The aim of this book is to provide a comprehensive overview of the development of the EU's external representation system and to examine changes in the coherence of the EU's external representation at the United Nations over the 20-year period 1993-2012.The book uses a nested analytical approach combining qualitative and quantitative research methods to examine the EU's external representation at the UN.At the level of the UN General Assembly, the consistency of the EU's votes on successive UNGA resolutions since 1993 largely reflects the consistency of the EU's external representation.Therefore, based on a systematic review of the evolution of the EU's external representation in the UNGA, the author calculates the EU's voting consistency based on the records of the UNGA's secret ballots, and uses this as a quantitative measure of the consistency of the EU's external representation.At the level of the UN Security Council, the author details how the EU represents the EU common position through its member states, especially the permanent members, and presents the degree of consistency of EU member states on Security Council resolutions through descriptive statistics over a 20-year period.Afterwards, the author analyses in-depth the coordination mechanisms and decision-making process within EU member states from both horizontal and vertical perspectives through two specific case studies, Iraq and Libya, and compares the two cases systematically.
