This book is not strictly a monograph, but a collection of some papers and reports on public management topics that I have written since the mid-80s of the 20th century. However, I have always adhered to the philosophical view that "Chinese care" and "international perspective" are coupled with the research topic of public management, and these papers and reports are written under this philosophical view, so that these collected papers and reports can also be read as monographs. Part VI is entitled "Public Management and Development of Chinese Resources". The compilation includes 6 papers. These papers are based on the excavation and expansion of the idea of "talented people born of affection and talent" in modern China, and discuss the methods and strategies of quality improvement and structural optimization from the aspects of leading individuals and groups. The seventh title is "Public Administration and Chinese NGOs". The compilation includes 3 papers. This book is the culmination of my dedication to inquiry and hard work in the field of public administration. Most of the papers in the book have been published in domestic journals, a small number of internal academic reports and research reports are published for the first time, and some papers have been appropriately revised and supplemented in this inclusion.
