本书不是一部严格意义上的专著,而是我自20世纪80年代中期以来撰写的涉及公共管理论题的部分论文和报告的结集。但是,我始终秉持研究公共管理论题的“中国关怀”与“国际视野”相耦合的哲学观,这些论文和报告就是在这种哲学观统领下写成的,因而也可以将这些结集的论文和报告当作专著来读。
本书共收录了50篇论文和报告,分为八编。
第一编为“引论:公共管理的学科要义与研究题域”。该编收录了两篇论文和一篇报告。这些论文和报告立足于公共管理学科的制高点,着重界定公共管理学的概念内核和理论元素,纵览公共管理学的产生轨迹和发展愿景,明了公共管理学的学术旨趣和分析视角,厘定公共管理学及其统摄学科的研究主题和研究方法。
第二编为“公共管理与中国政府管理体制改革”。该编收录了11篇论文。这些论文着眼于当代中国改革重心由经济领域转向政府治理领域的时代大势,运用麦肯锡7-S系统思维模型、协同学理论、复杂适应系统理论(CAS)等新颖有效的工具,从治理的范式、体制、机制、法制等多种向度,对中国政府管理为何改、改什么、怎么改等重大理论和实践问题进行探究,力求具有创新性、合理性和前瞻性。
第三编为“公共管理与中国服务型政府建设”。该编收录了七篇论文和三篇研究报告。这些论文和报告紧扣“服务型政府”这一当代中国公共管理的主体性论题,运用经济学、统计学、数学等多学科的理论、方法和技术以及全国性和地方性实地调研所获得的高信度“第一手”信息和资料,主要以实证和个案的范式,从中央和地方两个层面对服务型政府建设中的需求偏好、标准体系、绩效评估等专门性问题进行政策建议探寻和操作方案设计,努力彰显科学性、针对性和有效性。
第四编为“公共管理与中国城乡基层政权建设”。该编收录了6篇论文。这些论文从城市与乡村两个维度讨论基层组织的体制架构、功能特性和运作机理以及选民的意向状况对乡村公共治理结构及效度的影响。
第五编为“公共管理与中国公共政策”。该编收录了5篇论文。这些论文紧密结合当代中国的政策情境,从政策目标的设计、政策决策的理论基础、政策执行、政策控制等方面,讨论改进公共政策系统、提高公共政策质量和效果的路径选择。
第六编为“公共管理与中国人才资源开发”。该编收录了6篇论文。这些论文基于对中国近代“才生于情,才情并茂”优秀人才思想的挖掘和拓展,从领导个体和群体两个方面探讨素质提升和结构优化的方法和策略。
第七编为“公共管理与中国非政府组织”。该编收录了3篇论文。这些论文秉承政府、市场、社会三种力量合作共治社会公共事务的学术理念,在彰显非政府组织弥补政府失灵和市场失灵、推展社会服务、促进社会和谐、倡导社会文明的伦理特质的同时,比较具体地分析和探讨了现阶段我国非政府组织发展中面临的志愿、合法性和诚信危机及其对策。
第八编“公共管理与国际经验借鉴”。该编收录了6篇论文。这些论文以开阔的胸襟审视和总结外国(主要是具有典型意义的西方发达国家)改革公共管理、治理公共事务的经验和教训,以求趋利避害,择善而从,赢得比较优势,实现“弯道超车”。
本书是我在公共管理学科园地矢志探究、辛勤耕耘的基本结晶。书中的绝大多数论文都已在国内刊物上发表过,少量的内部学术报告和研究报告为首次公开发表,个别论文在本次收录时做了适当修改和补充。结集出版这些论文和报告的主要缘由,在于回应学界朋友和学生集中阅读我的作品的要求,同时也以回眸“历史足迹”的方式对自己钟情于公共管理的学术活动作一个阶段性的小结。

This book is not strictly a monograph, but a collection of some papers and reports on public management topics that I have written since the mid-80s of the 20th century. However, I have always adhered to the philosophical view that "Chinese care" and "international perspective" are coupled with the research topic of public management, and these papers and reports are written under this philosophical view, so that these collected papers and reports can also be read as monographs. The book contains 50 papers and reports, divided into eight parts. Part I is entitled "Introduction: Disciplinary Essentials and Research Topics of Public Administration". The compilation includes two papers and one report. Based on the commanding heights of public management, these papers and reports focus on defining the conceptual core and theoretical elements of public management, reviewing the emergence trajectory and development vision of public management, understanding the academic purpose and analytical perspective of public management, and determining the research themes and research methods of public management and its overall discipline. Part II is entitled "Public Administration and the Reform of the Chinese Government's Management System". The compilation includes 11 papers. These papers focus on the general trend of the times when the focus of contemporary China's reform has shifted from the economic field to the field of government governance, and use new and effective tools such as McKinsey's 7-S system thinking model, synergy theory, and complex adaptive system theory (CAS) to explore major theoretical and practical issues such as why, what and how to change the Chinese government's management from various dimensions such as governance paradigm, system, mechanism, and legal system, and strive to be innovative, rational and forward-looking. The third part is "Public Management and the Construction of Service-oriented Government in China". The compilation includes seven papers and three research reports. These papers and reports closely follow the "service-oriented government", which is the subjective topic of contemporary Chinese public management, use the theories, methods and techniques of economics, statistics, mathematics and other disciplines, as well as the highly reliable "first-hand" information and materials obtained from national and local field research, mainly in the paradigm of empirical evidence and individual cases, from the central and local levels to explore policy recommendations and design operational plans for specialized issues such as demand preferences, standard systems, and performance evaluation in the construction of service-oriented government, and strive to highlight the scientificity. Relevance and effectiveness. The fourth part is entitled "Public Management and the Construction of Grassroots Political Power in Urban and Rural Areas in China". The compilation includes 6 papers. These papers discuss the institutional structure, functional characteristics and operation mechanism of grassroots organizations, as well as the impact of voters' intentions on the structure and validity of rural public governance from both urban and rural dimensions. Part 5 is entitled "Public Administration and Public Policy in China". The compilation includes 5 papers. These papers closely combine the policy situation in contemporary China, and discuss the path selection to improve the public policy system and improve the quality and effect of public policy from the aspects of policy goal design, theoretical basis of policy decision-making, policy implementation, and policy control. Part VI is entitled "Public Management and Development of Chinese Resources". The compilation includes 6 papers. These papers are based on the excavation and expansion of the idea of "talented people born of affection and talent" in modern China, and discuss the methods and strategies of quality improvement and structural optimization from the aspects of leading individuals and groups. The seventh title is "Public Administration and Chinese NGOs". The compilation includes 3 papers. Adhering to the academic concept of cooperation between government, market and society to jointly govern social and public affairs, these papers not only highlight the ethical characteristics of NGOs to make up for government failures and market failures, promote social services, promote social harmony and advocate social civilization, but also analyze and discuss the crisis of voluntariness, legitimacy and integrity faced by NGOs in China at this stage and their countermeasures. Part VIII: "Public Administration and International Experience". The compilation includes 6 papers. These papers examine and summarize the experience and lessons of foreign countries (mainly the typical Western developed countries) in reforming public management and managing public affairs with an open mind, so as to seek advantages and avoid disadvantages, choose good ones, win comparative advantages, and achieve "overtaking on curves". This book is the culmination of my dedication to inquiry and hard work in the field of public administration. Most of the papers in the book have been published in domestic journals, a small number of internal academic reports and research reports are published for the first time, and some papers have been appropriately revised and supplemented in this inclusion.
