本书为中国农村咨政报告智库书系的部委委托研究系列。近年来，我国大力推进扶贫开发，扶贫事业取得了巨大成就。农民收入水平稳步提高，农村贫困人口大幅减少，扶贫开发政策也因此赢得了贫困村农民的肯定。但贫困人口的绝对数量依然很大，促进贫困人口脱贫致富的工作仍然任重道远。绝对贫困的全面消除面临着贫困人口分散、文化水平低、家庭负担重、务农依赖大的难题。对此，政府需要继续加大扶贫开发力度，在政策瞄准和贫困人口参与上面下功夫，同时要着力建立协调机制，构建由“政府、社会、贫困人口”有机结合的三位一体扶贫开发大格局，实现从单打独斗到兵团作战的转变，精准有力扶贫。

This book is a research series commissioned by the ministries and commissions of the China Rural Consultative Report Think Tank Book Series. In recent years, China has vigorously promoted poverty alleviation and development, and the cause of poverty alleviation has made great achievements.The income level of farmers has steadily increased, the rural poverty population has been substantially reduced, and the poverty alleviation and development policy has thus won the affirmation of farmers in poor villages.However, the absolute number of poor people is still very large, and there is still a long way to go in promoting poverty eradication and prosperity among the poor.The full eradication of absolute poverty is faced with the difficulties posed by the dispersed nature of the poor population, their low level of education, the heavy burden on their families, and their heavy reliance on farming.In this regard, the Government needs to continue to intensify its efforts in poverty alleviation and development, and to make efforts in terms of policy targeting and participation of the poor, while at the same time endeavouring to establish a coordination mechanism to build a trinity of poverty alleviation and development that organically combines the Government, society and the poor, so as to achieve the transformation from a single-pronged to a corps approach to poverty alleviation, and to alleviate poverty in a precise and powerful manner.
