2023年是共建“一带一路”倡议提出十周年。秉持共商共建共享原则，拉丁美洲和加勒比国家积极热烈响应，成为共建“一带一路”倡议不可或缺的重要参与方。随着高质量共建“一带一路”关系走深走实，中拉关系迈入新的发展阶段，为南南合作树立了典范。尤其是“顶层设计”让资源禀赋、经济结构高度互补的中拉“天然合作伙伴”关系发展驶入快车道。在共建“一带一路”倡议的统领下，中拉“五通”合作取得了丰硕的成果，合作红利切实造福彼此社会经济发展和双方的民生福祉，不断满足中拉双方人民对美好生活的共同追求。展望未来，中国与拉美和加勒比国家应进一步推动政治互信和战略对接，不断加强契合社会发展需求的互联互通，加快构建绿色经济纽带，努力建设更为开放包容的贸易投资环境，持续深化卫生健康共同体建设，为夯实中拉全面合作伙伴关系、构建中拉命运共同体作出新的更大贡献。

The year 2023 marks the tenth anniversary of the Belt and Road Initiative.Adhering to the principle of "common cause, common construction and sharing", Latin American and Caribbean countries have responded positively and enthusiastically, and have become important and indispensable participants in the Belt and Road Initiative.With the deepening of the high-quality "Belt and Road" relationship, China-Latin America relations have entered a new stage of development, setting a model for South-South cooperation.In particular, the "top-level design" has put China-Latin America's "natural partnership", with highly complementary resource endowments and economic structures, on the fast track.Under the umbrella of the "One Belt, One Road" initiative, China-Latin America "Five Links" cooperation has achieved fruitful results, and the dividends of cooperation have effectively benefited each other's socio-economic development and the well-being of people on both sides, and continue to satisfy the common pursuit of a better life of the people of China and Latin America.Looking ahead, China and Latin American and Caribbean countries should further promote political mutual trust and strategic docking, continuously strengthen connectivity that meets the needs of social development, accelerate the construction of green economic ties, endeavour to build a more open and inclusive trade and investment environment, and continue to deepen the construction of a community of health care, so as to make greater contributions to the consolidation of China-Latin America comprehensive partnership and the construction of a community of destiny between China and Latin America.
