In 2020, the National Rule of Law Index Research Center of the Chinese Academy of Social Sciences and the Rule of Law Index Innovation Project Team of the Institute of Law continued to conduct third-party assessments of the open government affairs work carried out by 49 State Council departments, 31 provincial-level governments, 49 larger municipal governments, and 120 county (city, district) governments, focusing on decision-making disclosure, management service disclosure, implementation and result disclosure, policy interpretation and response to concerns, and disclosure upon application. The assessment shows that in 2020, the exploration and standardization of government affairs openness is accelerating, decision-making disclosure is steadily advancing, and government services, administrative law enforcement, and management result disclosure have made significant progress, but in the future, it is necessary to further enhance the awareness of openness, identify the needs of the public, integrate openness into the whole process of government affairs activities, and improve the level of information protection.
