The Foreign Aid Notebook focuses on analysing the motivations and modalities of major international aid actors, while also focusing on related geopolitical and economic changes, such as the development of developing countries' historical status as objects of contention between East and West after the end of the Cold War. It also attempts to discuss the interplay between themes, technologies, modalities and directions of development, and through the channel of foreign aid, it is clear that the potential and enormous influence of conceptual and technological details on international relations can be clearly seen. So, what we are talking about here is not just a few trees such as grants, projects, technologies, etc., but an attempt to judge the entire forest by these trees.（AI翻译）

周弘，女，1952年10月生，山东曲阜人。中国社会科学院学部委员、国际学部副主任，中国社会科学院欧洲研究所所长、研究员，中国欧洲学会会长，中国社会科学院研究生院博士生导师。1975年毕业于南京大学外语系德语专业。1992年1月美国布兰代斯大学比较历史学博士毕业。1975～1979年在中央马恩列斯翻译局任翻译。1992～1993年在美国哈佛大学欧洲中心为博士后访问学者和在美国世界教育社任顾问、项目主任。1993年9月至今在中国社会科学院欧洲所工作。2006年获得中央国家机关女科技工作者称号。享受政府特殊津贴并获院级“有突出贡献的中青年专家”称号。主要专业方向：欧洲社会史、思想史、政治史和外交史。主要研究领域：欧洲福利国家、欧洲社会文化、对外援助。
