《中国脱贫攻坚调研报告：通辽篇》共七章。《中国脱贫攻坚调研报告：通辽篇》首章是“通辽市精准扶贫道路的探索历程”，通过梳理国家精准扶贫政策阐明国家治理贫困的定位，回顾了内蒙古自治区通辽市扶贫政策的历程。从第二章到第六章介绍了内蒙古自治区通辽市精准扶贫的主要举措，在长期反贫困的理论总结和实践探索中，通辽市根据自身环境特点，采取了驻村帮扶，大力发展肉牛、肉羊等扶贫主导产业，成立了新型农牧民合作组织——玛拉沁艾力（牧民之家）养牛专业合作社，积极推进1000千瓦村级光伏电站项目，打造通辽市电子商务产业园区，积极引进国内知名电商企业参与通辽市电子商务的发展，以庭院特色种养业、乡村旅游业和庭院加工业为重点，发展庭院特色养殖，开发“农家乐”“牧家乐”“采摘园”等餐饮娱乐为一体的乡村旅游富民项目，健全从小学到大学教育保障体系，为贫困家庭小学生、初中生、高中生发放教育补助金，向建档立卡的贫困家庭中职、高职学生发放“雨露计划”项目补助，开展了慢病贫困患者送医送药服务，建立了“一站式”结算服务综合窗口政策等。第七章是内蒙古自治区通辽市精准扶贫的经验、成就与启示。主要从完善精准扶贫效果，强化考核落实，提高地方政府治理能力、宣传能人带动战略及政策制定和实施等几个方面出发，旨在打破扶贫工作的困境，推动通辽市精准扶贫工作朝着良好的方向发展。

The Research Reports on the Elimination of Poverty in China—Tongliao City，Inner Mongolia Autonomous Region consists of seven chapters. The first chapter of Research Reports on the Elimination of Poverty in China—Tongliao City，Inner Mongolia Autonomous Region is ‘The Exploratory Journey of Tongliao City's Precision Poverty Reduction Path’, which reviews the history of poverty reduction policies in Tongliao City, Inner Mongolia Autonomous Region, by clarifying the positioning of the national poverty reduction policy through sorting out the national precision poverty reduction policy. From Chapter 2 to Chapter 6, the main initiatives of precise poverty alleviation in Tongliao City, Inner Mongolia Autonomous Region are introduced. In the long-term theoretical summary and practical exploration of anti-poverty, Tongliao City, according to its own environmental characteristics, has adopted village assistance, vigorously developed leading poverty alleviation industries such as beef cattle and sheep, and established a new type of farmers and herdsmen co-operative organisations - Marachin Aili ( Herdsmen's Home) cattle raising professional co-operative, actively promote the 1,000 kilowatts of village-level photovoltaic power station project, to build Tongliao City e-commerce industrial park, and actively introduce the domestic well-known e-commerce enterprises to participate in the development of e-commerce in Tongliao City, with the focus on courtyard characteristics of planting and breeding, rural tourism and courtyard processing industry, the development of courtyard characteristics of aquaculture, the development of ‘Nongjiaolu ’, ‘Shepherd's Paradise’, ‘Picking Garden’ and other catering and entertainment as one of the rural tourism projects to enrich the people, improve the education security system from primary school to university, for poor families of primary school students, junior high school students, high school students to issue education grants, to the It has also provided education grants to primary, junior high and senior high school students from poor families with established records, issued subsidies under the ‘Raindrop Programme’, carried out medical and medication services for poor patients with chronic illnesses, and established a policy of ‘one-stop’ comprehensive settlement service windows, among other things.
