本书廓清了低碳、绿色、生态、循环系列相关概念的内涵及其异同，考察了英、美、德、法、日等国低碳发展的经验做法，分析了中国工业低碳转型的现状，指出中国工业低碳转型面临着技术、市场、成本、安全、环境等多重挑战，但相关政府规制、制度创新及地方实践进展较快。本书还定量测算了中国低碳环保工业产品的国际竞争力，结果显示国际竞争力整体偏弱；实证分析了中国工业产业结构调整和技术进步的气候效应，结果表明传统意义上的结构效应和技术效应都是增碳效应，低碳意义上的结构效应和技术效应才是降碳效应；模拟分析了中国实现2030年碳排放达峰情景下提高能效和提升可再生能源比重的必要节奏。最后，提出中国工业低碳转型的战略构想及相关政策建议。

This book clarifies the connotations and similarities and differences of the related concepts of low-carbon, green, ecological and recycling, examines the experience and practices of low-carbon development in Britain, the United States, Germany, France, Japan and other countries, analyzes the current situation of China's industrial low-carbon transformation, and points out that China's industrial low-carbon transformation faces multiple challenges such as technology, market, cost, safety and environment, but relevant government regulations, institutional innovation and local practices have made rapid progress. This book also quantitatively measures the international competitiveness of China's low-carbon and environmentally friendly industrial products, and the results show that the international competitiveness is weak overall. The empirical analysis of the climate effects of China's industrial restructuring and technological progress shows that the structural and technical effects in the traditional sense are carbon enhancement effects, and the structural effects and technical effects in the low-carbon sense are carbon reduction effects. The simulation analyzes the necessary pace to improve energy efficiency and increase the proportion of renewable energy in China's 2030 carbon peaking scenario. Finally, the strategic concept and related policy suggestions for China's industrial low-carbon transformation are put forward.
