“一带一路”视野下亚非经济圈的构建与发展

内容简介

自“一带一路”倡议提出后，中巴经济走廊建设快速推进，并已初见成效。与此同时，在中国的参与和支持下，埃塞俄比亚—吉布提经济走廊、乌干达—肯尼亚经济走廊和卢旺达—坦桑尼亚经济走廊也开始逐渐成型。本报告系统分析了上述四大经济走廊的政治、经济发展情况以及中国在其中所面临的机遇与挑战。随着中巴经济走廊的不断发展，以及中国与东非各国合作的深入，上述四大经济走廊将成为环印度洋的新兴制造业基地；同时，中国也由此获得印度洋、太平洋“两洋发展”的重要战略空间。因此，本报告建议以四大经济走廊为基础打造中国—印度洋经济圈。具体措施包括推动建立以中国为主导的自贸区网络，促进贸易创造、产业技术转移和资源高效配置；引导产业对接和产能合作，促进跨境投资；建立共同的危机应对机制，重点是加强共同反恐机制、应对人道主义危机等。

Since the introduction of the Belt and Road Initiative, the construction of the China-Pakistan Economic Corridor has been rapidly advancing and has begun to bear fruit.At the same time, with China's participation and support, the Ethiopia-Djibouti Economic Corridor, the Uganda-Kenya Economic Corridor and the Rwanda-Tanzania Economic Corridor have also begun to take shape.This report systematically analyses the political and economic development of the above four economic corridors as well as the opportunities and challenges that China faces in them.With the continuous development of the China-Pakistan Economic Corridor and the deepening of China's cooperation with East African countries, the four economic corridors will become a new manufacturing base in the Indian Ocean Rim, and at the same time, China will gain an important strategic space for "two-ocean development" in the Indian and Pacific Oceans.Therefore, this report recommends that the four economic corridors be used as the basis for building the China-Indian Ocean Economic Circle.Specific measures include promoting the establishment of a China-led FTA network to facilitate trade creation, industrial technology transfer and efficient resource allocation; guiding industrial docking and production capacity cooperation and promoting cross-border investment; and establishing a common crisis response mechanism, with a focus on strengthening the common counter-terrorism mechanism and responding to humanitarian crises.
