法治中国建设需要顶层设计和中央的统一安排，也应发挥地方的积极性，总结地方探索的经验成果。近年来，我国各地在中央决定精神和大政方针的指导下，在微观制度机制和具体做法层面上进行创新试点，地方法治建设不断取得新成效。

珠海市毗邻港、澳，是我国最早的经济特区之一，拥有推进地方治理体系现代化与法治创新的地缘优势。珠海市积极营造一流法治环境，充分发挥地方立法和特区立法的作用，在依法治理的前提下，既严格执法，建设法治政府，又积极全面深化司法改革，提升司法权威，构建公正诚信的司法环境。

本报告在实地调研的基础上，从党对依法治市的领导、科学立法与民主立法、法治政府建设、司法改革与司法创新、流动人口服务与管理、集体建设用地使用权的流转、公共法律服务与供给、综合执法改革几个方面，分析了珠海市法治发展取得的成效，并在此基础上，对包括珠海在内的中国地方法治的完善发展提出了具有针对性、可操作性的建议。

The construction of a China governed by the rule of law requires top-level design and unified arrangements by the Central Authorities, but it should also give play to local initiative and summarise the results of local exploration.In recent years, under the guidance of the spirit of the Central Government's decisions and general policy guidelines, various parts of China have carried out innovative pilots at the level of micro-systems, mechanisms and specific practices, and the construction of the rule of law at the local level has continued to achieve new results.

Adjacent to Hong Kong and Macao, Zhuhai is one of the earliest special economic zones in China, and possesses the geographical advantage of promoting the modernisation of the local governance system and rule of law innovation.Zhuhai actively creates a first-class rule of law environment, gives full play to the role of local and special zone legislation, and, on the premise of governing according to law, both strictly enforces the law and builds a rule of law government, and actively and comprehensively deepens judicial reforms, enhances the authority of the judiciary, and builds a fair and honest judicial environment.

Based on field research, this report analyses the effectiveness of the development of the rule of law in Zhuhai from several aspects, including the Party's leadership of the rule of law in the city, scientific and democratic legislation, the construction of a government under the rule of law, judicial reforms and judicial innovations, the service and management of the migrant population, the transfer of the right of use of land for collective construction, the provision of public legal services and supply, and the reform of the comprehensive enforcement of the rule of law, and on this basis, it provides an overview of the effectiveness of the rule of law development of localities in China, including ZhuhaiOn this basis, it puts forward targeted and operable suggestions for the improvement and development of the rule of law in China, including Zhuhai.
