本书从湄公河国家的经济、人口、教育、产业、就业等主要领域的发展概况梳理和未来趋势分析入手,运用世界银行、联合国贸易和发展会议、联合国教科文组织、国际劳工组织等国际组织的大量权威数据,深入探讨了澜湄国家人力资源开发的基础和合作共赢的空间。
本书从中国与湄公河国家已经开展的相互留学、职业教育交流合作、政府或企业之间人员交流培训等方面入手,运用数据分析和案例分析的方法,总结了相关领域人力资源开发合作取得的成效和存在的问题,提出了加强中国与湄公河国家之间人力资源开发重点领域合作的具体建议。
本书运用政策分析方法,梳理了澜湄国家人力资源开发战略状况并进行了比较研究,在此基础上分析了澜湄国家开展人力资源开发合作的战略基础,提出了中国加强与湄公河国家人力资源开发合作的战路思路和主要举措。

In the context of the continuous progress of the Belt and Road Initiative, the Chinese government proposed the establishment of the Lancang-Mekong Cooperation Mechanism, which received a positive response from the Mekong countries. In just two years since its launch, the LMC has achieved remarkable results in many fields. To this end, summarizing the practice of human resources development cooperation in the Lancang-Mekong region, exploring the strategic framework of human resources development cooperation between Lancang-Mekong countries, and strengthening human resources development cooperation between China and Mekong countries are conducive to providing talent and intellectual support for the in-depth promotion of the LMC. This book first starts from the development overview and future trend analysis of the main fields such as economy, population, education, industry and employment of the Lancang-Mekong countries, and uses a large number of authoritative data from international organizations such as the World Bank, the United Nations Conference on Trade and Development, UNESCO, and the International Labour Organization to deeply explore the basis of human resources development cooperation in Mekong countries. The study found that the Lancang-Mekong countries are currently at the middle-income level, and the economies of all countries have been developing well in recent years. China, Thailand and Vietnam have different degrees of aging, and other countries have a younger population, and countries can continue to play a demographic dividend by strengthening cooperation in human resources development. There is also a lot of room for win-win cooperation in higher education, industry and employment in the Lancang-Mekong countries. Secondly, starting from the four topics that have been carried out between China and Mekong countries: mutual study abroad, vocational education exchange and cooperation, personnel exchange and training between governments, and personnel exchange training between enterprises, this book uses the methods of data analysis and case analysis to summarize the results and existing problems of human resources development cooperation in related fields, extracts typical models of enterprise and vocational education and summarizes their lessons learned, and puts forward the optimization of mutual study between China and Mekong countries, strengthening vocational education cooperation, expanding and deepening public officials. Specific suggestions on training and communication of enterprise personnel. Third, this book uses policy analysis methods to sort out the status of human resources development strategies in Lancang-Mekong countries and conduct comparative research. The study finds that although the core content and form, main measures and goals of human resources development strategies of various countries are different, they all put forward the actual measures and development goals of human resources development in their respective countries from the strategic height of their respective economic and social development needs, and have the basis for strategic cooperation in human resources development. Finally, the book explores the strategic framework of human resources development cooperation between the Lancang-Mekong countries, analyzes the basis of human resources development cooperation between the Lancang-Mekong countries, and puts forward strategic ideas and measures to strengthen human resources development cooperation between China and the Mekong countries. It is suggested that in the context of implementing the Belt and Road Initiative and building a community with a shared future for the Lancang-Mekong countries, China should align with the development strategies of the Mekong countries, build a human resources development cooperation mechanism under the LMC framework, and vigorously promote human resources development cooperation between China and the Mekong countries in the fields of mutual study, vocational education, and personnel exchanges and training between the government and enterprises.(AI翻译)
