This book is the research results of the major project of the National Social Science Foundation of China "Research on Housing Security Issues and Reform and Innovation in China" (11&ZD039) and the general project of humanities and social science research of the Ministry of Education "Research on Urban Public Housing Policy in China" (project approval number: 10YJA790038). Chapter 1 analyzes the evolution and development of housing security policies after China's housing system reform, mainly including the evolution of policies such as affordable housing leasing, public rental housing, fund-raising cooperative construction, limited-price housing, and shantytown renovation. The main problems in China's housing security system are analyzed. Chapter 2 examines the incentive regulation model in selective government support for public housing using affordable housing as an example. In the supply of affordable housing, the government solves the housing problem of low- and middle-income people through land allocation and price regulation, expands the incentive regulation model of Laffont (2005), constructs the incentive regulation model of selective support of affordable housing supply, and analyzes the best government regulation problem under the condition of complete information and information bias and regulation capture. It also gives the information rent paid by the government to bridge the information bias, the rent for the loss of high-cost enterprise efficiency, and the fair rent paid by the government to maintain social fairness under the best regulatory conditions. Based on this, this book discusses the future development direction of China's housing security supply policy. Chapter 3 takes Wuhan as an example to study the demand for housing security and its influencing factors, mainly including the analysis of the current situation of housing security demand in Wuhan, the analysis of the level of housing security in Wuhan, and the analysis of the influencing factors of guaranteed housing demand. Chapter 4 mainly analyzes the reform, development and innovation of housing security in three representative cities, Shenzhen, Wuhan and Huangshi, and summarizes the main practices and experiences of these three typical cities. Chapter 5 examines the issue of public rental housing, mainly including the construction methods and standards of public rental housing, construction subjects, land supply, public rental housing financing models, subsidy standards and guarantee boundaries of public rental housing, financing for public rental housing construction, and access and exit mechanisms for public rental housing. Chapter VI examines housing property rights arrangements and property rights policies. From the perspective of asset construction, the welfare model of guaranteed housing assets is constructed, combined with the current social process in China, it is proposed that housing security benefits can be supplied and amplified through the arrangement of guaranteed housing property rights and its policies, and a "rent-owned" public security housing based on asset construction theory is designed from the basic principles and characteristics. Chapter 7 examines the basic principles, basic objectives and positioning of China's housing security system reform, the construction of a security system with public rental housing as the main body, the parallel reform and implementation, and the relevant policy innovation of the construction of the housing security system. The content of this book has the following characteristics: First, the research content is cutting-edge. This book is cutting-edge in the discussion of incentive regulation in government selective support for public housing, analysis of housing security demand and its influencing factors, construction and operation management of public rental housing, guaranteed housing property rights arrangements and property rights and policies, housing security reform and parallel research, etc., which are urgent issues that need to be studied and solved in China's housing security system reform. Most of the existing research literature on housing security in China adopts qualitative and normative analysis methods, while this book highlights quantitative research and empirical research methods, analyzes typical urban housing security cases, makes theoretical research based on scientific basis, and makes the research of this book conform to China's reality and have operability. The research methods adopted in this book are the combination of quantitative analysis and qualitative analysis, highlighting quantitative analysis. Sampling survey, statistical analysis method and mathematical modeling method were used to study the problems of public housing incentive regulation, housing security demand, housing security subsidy standard and efficiency. The second is the combination of empirical research and normative analysis. In the study, the author investigated the implementation cases of affordable housing in three typical cities (Shenzhen, Wuhan and Huangshi), collected a large number of first-hand data and analyzed them, so that the theoretical research was based on science and the research results were in line with China's reality and operable. On the basis of empirical research, guided by economics and public policy theory, this paper conducts academic research on the reform of China's housing security system. The research results of this book have strong reference value for constructing a housing security system with Chinese characteristics, improving the housing security system, and improving and developing the theory of housing security.
