本书设置综合、专题、文献编纂、研究、交流传播等五大类，每一类下设置相关条目，视内容多寡决定是否再进行分类；条目内容均采自原始或权威资料；关于大会或会议、党和政府有关机关的称谓，在第一次出现时用全称，再次出现时用简称；关于数字使用，除习惯用法或特殊用法以汉字标示外，一般用阿拉伯数字。
