Since the 18th National Congress of the Communist Party of China, the construction of ecological civilization has been included in the overall layout of the national "five-in-one", and promoting green and low-carbon development has become an important mission of governments at all levels. Improving the quality of the ecological environment, improving the efficiency of resource utilization and reducing poverty are not only the challenges facing the international community in the 21st century, but also one of the three major goals of global climate governance.
