该文集是由中国社会科学院城乡发展一体化智库《研究专报》（2016）汇集而成，学者们在大量实证调查的基础上，从不同维度和专业视角，对中国“三农”问题进行了深入剖析。其中，对某些重要的、热点的问题，进行了专题性研究，兼具理论研究与政策分析的特点。在体现学术研究原创性、前沿陛的同时，也展现了社会科学研究国家队的建言献策作用。这本研究成果出版，对“三农”研究机构、地方政府和高等院校具有较高的参考价值。

经济学博士，中国社会科学院农村发展研究所所长、研究员、博士生导师，中国社会科学院城乡发展一体化智库常务副理事长。兼任中国区域科学协会理事长，中国城郊经济研究会会长，民政部、国家民委、北京市等决策咨询委员，环境保护部环境影响评价专家咨询组成员。长期从事区域经济、产业经济、资源与环境经济研究，公开出版独合著学术专著17部，发表中英文学术论文400多篇，科研成果获20多项省部级及以上奖励。2001年享受国务院颁发的政府特殊津贴。
