The Report on the Development of China's Circular Economy Policy and Legal System (2016-2017) was compiled by experts organized by the Gansu Legal Research Center for Circular Economy and Sustainable Development. Developing a circular economy is an integral part of achieving green development and building an ecological civilization. Implementing the theory of socialist rule of law with Chinese characteristics and forming a strong legal guarantee system for ecological civilization is an important part of governing the country according to law. The report first expounds many new research topics proposed by the theoretical construction of circular economy law. Furthermore, this paper reviews and evaluates the progress of China's circular economy in the past five years, discusses and evaluates the current situation and difficulties of China's circular economy legal system with the Circular Economy Promotion Law as the core, analyzes the difficulties in the enforcement of the Circular Economy Promotion Law, and puts forward corresponding countermeasures. Then, in the form of nine monographs, the circular economy policy and legal system issues were discussed in depth. Finally, the typical case of Honggu Park of Lanzhou Economic and Technological Development Zone in Gansu Province as a demonstration base of "urban minerals" was introduced.
