随着城市跨越式发展，我国特（超）大城市的公共安全风险不断累加，“城市病”蔓延，公共安全问题成为制约城市健康发展的“瓶颈”和“短板”。为实现习近平总书记“以人民为中心”的城市治理目标，提高城市精细化治理水平，本书以城市公共安全风险治理问题为导向，聚焦于我国特（超）大城市关键公共安全风险治理领域，运用数据分析和案例分析，描述特（超）大城市公共安全风险的事实和现状，探求城市化进程中公共安全风险的发生、发展规律，比较不同城市公共安全风险状况的变动趋势、类型特征，寻找问题生成的原因和机理，检视城市公共安全风险治理体制机制存在的缺陷。在此基础上，提出建构“整体性”城市公共安全风险治理系统的思路及政策建议。
