The National Rule of Law Index Project Team of the Law Institute of the Chinese Academy of Social Sciences has long paid attention to the development of China's rule of law, the operation of the judicial system and judicial reform, and has successively launched a series of annual reports on indices such as "Chinese Government Transparency", "China Judicial Transparency", "China Procuratorial Transparency", "Zhejiang Court Sunshine Justice", "Beijing Court Sunshine Justice", "China Higher Education Transparency" and other index annual reports, as well as "Basic Settlement of Implementation Difficulties Assessment Report: Taking Shenzhen Intermediate People's Court as a Sample", "International Comparison of Judicial Transparency", "People's Forum · Zhejiang Court Special" and other achievements. This report is commissioned by the Office of Government Information and Open Government Affairs of the General Office of the State Council to evaluate the disclosure of government information by 55 State Council departments, 31 provincial-level governments, and 93 prefecture-level and city-level governments. The evaluation found that in 2015, all regions and departments increased information release, policy interpretation and hot spot response, paid attention to the effect of disclosure, and made significant progress. However, there are also some representative common problems, such as the degree of attention needs to be improved, the information disclosure in some key areas is not in place, the disclosure standards in some areas are unclear and detailed, the work of making all disclosures and online should be made is not in place, the arbitrariness of responding to applications is still large, and there are many hidden dangers of litigation under reconsideration.(AI翻译)
