本报告立足于“中国—中东欧国家智库交流与合作网络”实际工作，结合中国—中东欧“16+1合作”的新情况、新进展以及中国—中东欧国家智库交流的现状，对当前中国与中东欧国家智库交流合作成效、特点以及存在的问题进行了分析和总结。

需要特别指出的是，本报告首次使用专门的指标评估体系，对与“16+1”智库网络有过交流、合作的中东欧国家智库和学术机构进行了绩绞评估。这一评估结果可以给读者提供更加客观的视角来看待当前中国与中东欧国家智库合作交流的总体情况，同时也让读者更加直观地认识“16+1”智库网络这样的专业化国际智库的运作和发展模式。本报告提出的促进中国与中东欧国家智库合作交流的建议，也希望能给广大读者带来一些启发。

Based on the actual work of the "China-CEEC Think Tank Exchange and Cooperation Network", this report analyzes and summarizes the results, characteristics and existing problems of the current exchange and cooperation between China and CEEC think tanks, combined with the new situation and progress of China-CEEC "16+1 cooperation" and the current situation of China-CEEC think tank exchanges. It should be noted that this report uses a special index evaluation system for the first time to evaluate the performance of think tanks and academic institutions in Central and Eastern European countries that have exchanged and cooperated with the "16+1" think tank network. This evaluation result can provide readers with a more objective perspective on the current overall situation of cooperation and exchanges between think tanks in China and Central and Eastern European countries, and also allow readers to have a more intuitive understanding of the operation and development mode of professional international think tanks such as the "16+1" think tank network. The suggestions put forward in this report to promote cooperation and exchanges between think tanks in China and Central and Eastern European countries also hope to bring some inspiration to the general readers.
