庞大鹏的学术著作《观念与制度:苏联解体后的俄罗斯国家治理》出版了。这是件可喜可贺的事。
苏联解体后,俄罗斯从传统的社会主义制度向所谓“现代文明”社会转变。这样的转变在人类社会发展史中还未曾有过。这是俄罗斯人民自己的选择。毫无疑问,不管这种转变是顺利还是遭受挫折,是成功还是失败,都会在人类社会活动实践的历史中占有重要位置。从社会科学的角度看,这种转变会为政治学的发展,特别是为“过渡政治学”的形成和发展,提供丰富和新鲜的材料。
俄罗斯“政治转轨”是一个复杂的系统工程,涉及政治、经济、社会、历史、文化和国际关系等各个方面。早在读博士学位的时候,庞大鹏就把原社会主义国家“政治转轨”作为研究对象。从那时算起,已过去了十年。十年来,他紧紧抓住俄罗斯“政治转轨”这个主题,对转轨中的理论和实践问题,一个一个地加以研究,循序渐进,逐渐拓宽。正是由于有前一阶段这样的积累,才能对“政治转轨”这一复杂现象做到总体把握和深层次透视,才能“十年磨一剑”,写出《观念与制度:苏联解体后的俄罗斯国家治理》这样的专著来。
这部专著以国家治理为研究主线,分析观念的变化,研究观念对战略选择和制度变迁的影响,全面和系统梳理苏联解体后俄罗斯社会政治近二十年的发展过程。专著并没有局限于社会政治领域,而是通过多视角的综合分析,展现俄罗斯经济发展、政治转轨与社会变迁之间互为影响的复杂进程,通过对利益调整对社会各阶层行为影响的分析,揭示利益关系对制度变迁的深层制约,等等。
本书除了体现其系统性、综合性的特点外,还体现其理论性。科学研究上升到理论是研究过程的飞跃和归宿。本书作者努力用政治学理论解剖和分析俄罗斯政治现实,并把对研究对象的再认识重新上升到理论高度,进而提出新的理论观点和方法。这对一个年轻学者来说,是难能可贵的。
俄罗斯“政治转轨”过程还没有结束,所以对俄罗斯“政治转轨”的研究也没有结束。从这个意义上说,《观念与制度:苏联解体后的俄罗斯国家治理》还是阶段性的成果。书中提出的理论观点还要经受俄罗斯“政治转轨”实践的检验。希望作者在已有的基础上,继续抓住这个重大主题,锲而不舍,追踪下去,为进一步推动对俄罗斯“政治转轨”的学术研究,为“过渡政治学”的发展,作出新的贡献。

It is precisely because of the accumulation of the previous stage that we can achieve an overall grasp and in-depth perspective of the complex phenomenon of "political transformation", and can "sharpen a sword in ten years" and write a monograph such as "Concepts and Systems: The Governance of Russia after the Collapse of the Soviet Union". This monograph takes national governance as the main line of research, analyzes the changes in concepts, studies the impact of concepts on strategic choices and institutional changes, and comprehensively and systematically sorts out the social and political development process of Russia in the past two decades after the collapse of the Soviet Union. The monograph is not limited to the social and political field, but through a comprehensive analysis from multiple perspectives, it shows the complex process of mutual influence between Russia's economic development, political transformation and social change, and reveals the deep constraints of interest relations on institutional change through the analysis of the impact of interest adjustment on the behavior of all social strata, and so on.
