世界经济舞台的一幕幕总是充满跌宕和意外。为此，“中国宏观经济与财政政策分析”课题组自2008年成立以来，以季度为单元，始终关注我国宏观经济的运行和世界经济的发展情况。对各国财政收支及风险情况、宏观调控的搭配框架，以及财政政策的运行和调整方案等做了深入的跟踪分析，形成了系列季度报告。通过对各季度报告的整理编排，课题组每两年出版一本年度成果，本书是就课题组2016-2017年度的研究成果整理而成。课题组对宏观政策搭配框架与运行机制的探讨和有益思考，对于我国进一步提升宏观调控的科学性、制度性、规范性、战略性和前瞻性具有较大的借鉴和支撑作用，也为实际工作部门、社会经济分析和研究部门的工作起到了一定的服务和指导作用。

The world economic stage is always full of ups and downs and surprises. To this end, since its establishment in 2008, the research group of "Analysis of China's Macroeconomic and Fiscal Policy" has always paid attention to the operation of China's macroeconomy and the development of the world economy on a quarterly basis. The fiscal revenue and expenditure and risk situation of various countries, the matching framework of macro-control, and the operation and adjustment plan of fiscal policy were thoroughly tracked and analyzed, and a series of quarterly reports were formed. Through the arrangement of quarterly reports, the research group publishes an annual report every two years, which is compiled from the research results of the research group in 2016-2017. 闫坤:（著）

（曾用名：阎坤），女，1964年生，经济学博士、管理学博士后。现任中国社会科学院农村发展研究所党委书记、二级研究员、博士生导师。中国社会科学院城乡发展一体化智库副理事长、中国社会科学院财税研究中心执行副主任、“新世纪百千万人才工程”国家级人选，享受国务院政府特殊津贴专家。近年来，多次承担国家社科基金课题和中国社会科学院重点课题，已出版专著《中国县乡财政体制研究》等6部，合著《公共支出理论前沿》等13部，在《经济研究》等学术杂志上发表论文600余篇，并荣获全国第五次财政理论优秀科研成果一等奖、第二届全国青年优秀社会科学成果论文奖（最高奖）、中国社会科学院第二届优秀科研成果奖、财政部优秀论文一等奖、2015年度邓子基财税学术论文一等奖、财政部“中国财政与改革开放30年征文”专题论文奖一等奖等多种奖项。曾多次赴美国、日本、法国、德国讲学。主要研究领域是宏观经济与财政理论。
