中国四大板块培育经济发展新动能实现路径研究

新动能已成为引领中国经济发展的强大引擎。本书构建了新动能发展指数体系，并评估了2013—2016年中国四大板块经济发展新动能的综合效果。评估认为：中国经济新动能发展不断壮大，正在加速产生巨大的经济效益。从四大板块来看，东部地区新动能发展领先于全国，中部地区新动能发展势头良好，但西部和东北地区新动能发展滞后。基于此，本书给出培育新动能的实现路径如下：一是全国重点在于提高新投资的比重，以及营造优良的制度环境。二是东部仍需加大企业技术改造和知识产权保护力度。三是中部应弥补高学历人才和知识资本的短板。四是西部重在提高人力资本和PCT国际专利水平。五是东北关键在于提升自主创新能力和改善制度环境。

New momentum has become a powerful engine leading China's economic development. This book constructs a new kinetic energy development index system and evaluates the comprehensive effect of new drivers of economic development in China's four major sectors from 2013 to 2016. The assessment believes that the development of new momentum of China's economy is growing and is accelerating to produce huge economic benefits. From the perspective of the four major plates, the development of new kinetic energy in the eastern region is ahead of the country, and the development momentum of new kinetic energy in the central region is good, but the development of new kinetic energy in the western and northeastern regions lags behind. Based on this, this book gives the following path to cultivate new momentum: First, the national focus is on increasing the proportion of new investment and creating an excellent institutional environment. Second, the eastern region still needs to strengthen the technological transformation of enterprises and the protection of intellectual property rights. Third, the central region should make up for the shortcomings of highly educated personnel and intellectual capital. Fourth, the western region focuses on improving human capital and the level of international patents under the PCT. Fifth, the key to Northeast China lies in improving independent innovation capabilities and improving the institutional environment.
