《中国住房发展报告（2019—2020）》以“楼市调控：中流击水应从容”为年度主题。继续使用团队原创的分析框架和预测模型，以及重点城市大数据分析预测模型，在评述2018—2018年住房及相关市场走势的基础上，预测了2020年住房及相关市场的发展变化；通过构建华房住房指数体系等，量化评估了住房市场各关键领域的发展状况；剖析了住房市场及其相关领域协调健康发展所面临的主要问题与挑战，有针对性地提出相关政策建议。第一，构建房地产与宏观经济的新型关系，稳步迈向高质量发展；第二，坚持调控不动摇，倒逼市场主体改弦更张；第三，坚持“一城—策”，完善调控机制；第四，加快基础性配套制度改革，引导市场主体改弦更张；第五，加快住房供给侧结构性改革，绘制楼市新基因图谱。

倪鹏飞，中国社会科学院城市与竞争力研究中心主任，中国社会科学院财经战略研究院院长助理，二级研究员，博士生导师，中宣部文化名家暨“四个一批”人才，国务院特殊津贴专家。主要致力于城市经济学、房地产经济学、空间金融学、城市竞争力及国家竞争力等研究。中国社会科学院财经战略研究院—联合国人类住区规划署联合课题组组长、首席城市经济学家（2016-2022)。先后承担多项中央交办、国家社科基金重大项目，以及国际组织、国家部委等委托课题。主编和专著《中国城市竞争力报告》《全球城市竞争力报告》《中国住房发展报告》等著作40余部，在Urban Studies、Cities、《经济研究》等权威杂志上发表论文数十篇。代表作《中国城市竞争力报告NO.1》获孙冶方经济科学著作奖（第十一届）。多项要报成果得到国家领导人批示并获得中国社会科学院优秀对策研究特等奖和一等奖。
