为落实《政府信息公开条例》和中共中央办公厅、国务院办公厅《关于全面推进政务公开工作的意见》、国务院办公厅《〈关于全面推进政务公开工作的意见〉实施细则》等文件的要求，推动政务公开工作，受国务院办公厅政府信息与政务公开办公室委托，中国社会科学院法学研究所对国务院部门和省级政府2017年政务公开工作开展第三方评估。

评估发现，2017年我国政务公开工作成效显著：政策公开取得突破，公开水平明显提升；重点领域及履职信息公开总体较好；政策解读、回应关切进步显著；依申请公开答复规范化程度较高；政务公开保障监督机制明显加强。同时，政务公开工作仍然存在一些问题：政务公开标准待统一、细化；政策公开还需加大力度；部分公开要求落实不到位；回应关切尚存短板；依申请公开仍存在法律风险；监督保障机制仍需继续加强。

In order to implement the requirements of the Regulations on Open Government Information, the Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Comprehensively Promoting Open Government Affairs, the Detailed Rules for the Implementation of the Opinions on Comprehensively Promoting Open Government Affairs, and other documents, and to promote open government affairs, the Institute of Law of the Chinese Academy of Social Sciences conducted a third-party assessment of the open government affairs work of State Council departments and provincial governments in 2017. The evaluation found that in 2017, China's government affairs openness achieved remarkable results: breakthroughs were made in policy openness, and the level of openness was significantly improved; The disclosure of information on key areas and performance of duties is generally good; Significant progress has been made in policy interpretation and response to concerns; The degree of standardization of public responses according to the application is relatively high; The safeguard and supervision mechanism for open government affairs has been significantly strengthened. At the same time, there are still some problems in the work of open government affairs: the standards of open government affairs need to be unified and refined; Policy openness needs to be strengthened; some disclosure requirements are not in place; Remaining shortcomings in responding to concerns; There are still legal risks in disclosure upon application; The safeguards mechanism still needs to be strengthened.
