本书是中国内地首个法治指数——余杭法治指数报告续集。本书通过数据展示了“法治余杭”建设的动态变化。余杭法治指数入选浙江省改革开放三十年百件典型事例、“法治浙江”十周年十大法治事件。余杭法治指数是余杭法治发展的见证，也是中国法治发展的见证，推动了法治评估的顶层设计。余杭法治指数是中国法治研究进入“量化法治”阶段的重要标志。以余杭法治指数为代表的实证研究催生了中国法治实践学派。

This book is the sequel to the Yuhang Rule of Law Index report, the first rule of law index in Chinese mainland. This book shows the dynamic changes in the construction of "rule of law" through data. 钱弘道:（著）

钱弘道，1964年出生于浙江富阳，北京大学法学博士、经济学博士后，曾在斯坦福大学、耶鲁大学、牛津大学、剑桥大学、早稻田大学、托马斯·杰斐逊法学院访学或讲学，教育部新世纪优秀人才。先后任中国社会科学院研究员，浙江大学教授、博士生导师。中国民主建国会中央委员，中国法治研究院院长，中国比较法学研究会副会长。主持出台中国内地首个法治指数、中国首个司法透明指数和电子政府发展指数，率先倡导中国法治实践学派。专著或主编《法治评估的实验》等30余部。创建弘道书院，为当代最早创办书院的学者之一。
